A process can work well at every individual stage and still leave a gap between stages. In freight transport, examining who holds the cargo and who takes on obligations helps reconstruct the chain of responsibility.

Before discussing a policy, it is useful to clarify how the forwarder, carrier, terminal and consignee connect, and what information travels with the goods. The issue to investigate is the fit between agreements, operations and cover.
